Pan-European Competencies for Teachers of the Deaf

The European Union Lifelong Learning Programme, Leonardo da Vinci, has funded a number of European Partners to lead a project to ensure that *deaf children/students have access to Teachers of the Deaf who have the skills needed to promote their learning and well being wherever they live in Europe. Our initial consultations, involving various European countries, have revealed considerable variation in the provision and expertise available to deaf children, their families and to schools after a hearing difficulty has been identified. The exercise has also shown unanimous agreement that Teachers of the Deaf should hold a specialist qualification and that they have an important role to play in optimising children's progress in school and at home. The attached competencies have already had several refinements and are the result of the latest stakeholder feedback. We now need to identify the core competencies that all Teachers of the Deaf should have, as opposed to other skills, knowledge and understanding which may be helpful, but are not essential. This survey is designed to help us collect this information and to write our final report to the European Commission, DG Education and Culture, thus leading to an improvement in services for deaf children across Europe. Teachers of the Deaf and this survey For the purposes of this survey: Teachers of the Deaf are qualified teachers who specialise in working with deaf children.

This can include:

• Working in partnership with and advising families

• Working in partnership with and advising schools and other professionals

• Teaching individual or groups of deaf children

Teachers of Deaf may therefore work in special schools for the deaf, in mainstream schools with specialist resource provision for deaf children and/or as a peripatetic (travelling) teacher who visits individual deaf children in their local school and/or home. In some countries, Teachers of the Deaf must have an additional specialist qualification in teaching deaf children. In others, they may have some additional training but are not required to take formal qualifications. Throughout these documents the word 'deaf`' will be used to describe children and students with all levels of hearing loss.

We have set up a survey online which we hope you will enjoy filling in.

Please be aware that it will take between 40 minutes to fill in and needs to be completed in one sitting.

We will appreciate your contribution however, we receive it, but hope that you will find the web based questionnaire easy to use. Please feel free to forward this email to anybody you know who might wish to fill it in, but please restrict this to teachers of deaf children (see note above) and students, parents/carers and deaf young people (16 years and over) themselves. While the link will be available until February 25th 2011, it would help us greatly if you could find time to complete the questionnaire as soon as you are able to.
